Batam as Operation Base for Oil and Gas Companies Operating in Natuna Sea
The purpose of this study is to obtain the comparative review between Batam as the operation center and the existing operation mode where Matak, Jakarta and Batam are being used for supporting the operations. Batam today with its infrastructure, geographic, local government authorities and regulations offers a lot of advantages to investor/Company. This can be considered as the key success factor for Batam.n This review is based on the evaluation on the existing operation mode and the recent condition of the Batam. The primary scope of this study is focused in two areas:n(1). Business environment analysis, observing Batam's infrastructure and benefits offered by local authorities to investors/Companies. n(2) Organizational analysis, observing how Oil & Gas Exploration and Production to be conducted in Natuna Sea.n The survey forms are issued and given to several key persons in three Oil and Gas Companies operating in Natuna Sea to collect the information on how they support oil and gas operation in Natuna Sea and also see their perception about Batam. Author use empirical approach base on own experiences, assumption on medium size oil and gas operation that produce about 15,000 BOPD average for quantitative study on the Company's expenditure. All cost associates with operation refer to the yearly work plan and budget. Due to the confidentiality for the actual cost data, author using the work plan and budget figure for the cost analysis. Author also uses the contractual data taken from bid document for estimating the cost of labor and transportation (sea and air). Referring to the previous experience the deviation between work plan and budget figure versus the actual expenses is within acceptable limit.nThis study is intended to see the feasible way on how Oil and Gas Operation in Natuna Sea could be conducted more effectively, less cost by utilizing Batam as operation base. Author also aware on the impact caused by the significant operation change mostly in the Company's organization, local communities and Jakarta personnel, these issues is briefly explained in chapter 4. The costs impact in operation and logistical indicate significant potential saving for the Company.nFinally author let the reader to think, let the Oil and Gas Companies who operate in Natuna Sea to refine the view and make in depth analysis for making further consideration on how to operate Oil and Gas Operation in Natuna Sea safe, fit to purpose, more effective and efficient.n
