Strategic performance analysis of BP migas, a study of Indonesian upstream oil & gas sector performance
Government established Executive Body, BPMIGAS, in year 2002 with the aim to supervisenand establish Cooperation Contract or Productions Sharing Contract activity in the area ofnUpstream Oil and Gas sector. BPMIGAS performance is currently being highlighted by PublicnStakeholders due to cost recovery that keeps increasing while the oil lifting or production keepsndecreasing with the concern on average unit cost per barrel that is higher than other countries.nThe main purpose of this thesis is to provide an objective analysis on the performance trend ofnBPMIGAS in managing the cost recovery and oil lifting or production. The second purpose is tonsynchronize the perspective towards the context, which turn into a common understanding andnfinally gain an agreement among the stakeholders in appraising the BPMIGAS performance.nThe research was conducted using a series of workflow processes adapted from Cap-GemininConsulting methodology and detailed by using Inputs-Tools & Techniques-Outputs model ofnProject Management Body of Knowledge, Project Management Institute. The data was collectednfrom past historical information between years of 2003 to 2008 from many resources, includesnOfficial BPMIGAS Annual Report, Ministerial publicly data, and worldwide research centers innrelated fields. The result of the analysis reveals the BPMIGAS performance from 2003 to 2008nwhere it leans to be effective and efficient, specifically in terms of managing the production andnthe cost. The research suggests further study for implementing Balanced Scorecards andnStrategic Parenting Style for BPMIGAS to improve the supervising and controlling function.
